Civil skills are those checked in dialogues and interactions with the AoD gameworld - always outside of combat situations.
(While some combat skills may sometimes be checked outside of an actual fight, they also all have direct combat applications, whereas civil skills themselves have no in-combat checks - only their products (i.e. Alchemy or Crafting creations) are directly combat-oriented.)
