Caer-Tor is one of the locations in The Age of Decadence.

Caer-Tor is the current headquarters of the Imperial Guards, a fort capable of housing several legions and where the highest ranking officers of the Imperial Guards live. A hundred years ago it used to be a small village that suffered from attacks by raiders. They asked the Imperial Guards for help, but the Imperial Guards found the settlement to be in a good location and eventually settled their headquarters there. The original villagers were not happy, but could not oppose the Guards.
